Hargrave is the warden of Abbott State Penitentiary. A brutal and hateful man despised by inmate and C.O.s alike, Hargrave held a considerable amount of hatred for the inmates at Abbott and according to some of the C.O.s that Torque encounters, he wasn't above mistreating his guards if they failed in their duties or didn't "suck his dick good enough."
He assumes control after the chaos, with many of the other C.O.s joining him as he begins executing nearly all inmates he comes into contact with, even seeking them out.
