Eastern Baltimore Correctional Facility is a penitentiary located in East Baltimore, Maryland. Torque was incarcerated there for his role in the murder he was involved in at The Underground, a bar owned by his friend, Miles. Miles was also incarcerated there at the same time.
A significant part of the events of The Suffering: Ties That Bind take place inside the facility.

Following the appearance of malefactors on the streets of Baltimore, the facility was overrun by the creatures. Some sections of the prison had been taken over by the monsters, while in some C.O.'s, and even some inmates, established their own self-rule.

Located deep in the harshest section of East Baltimore, for fifty years the facility was run by a series of cruel wardens who directed a hateful staff. Recently, the brutal criminal Blackmore was said to have done a stint there. Finally, an inmate whose evil surpassed that of his jailers."
